Teachers day celebrated in style

ITANAGAR, Sept 06: Teacher’s Day was celebrated in a befitting manner by the students and the teachers of ‘D’Sector Govt. Middle School in at school premises here yesterday.

The celebration was started with the staff and students paying floral tribute to the portrait of Dr. Sarvapally Radhakrishnan.

In his speech, Headmaster of the school TawTebin described the teachers as skeleton of the society and advised the students to utilise their golden period of life in study.

Earlier, Deepali Kakoti, a veteran teacher explained the significance of the day. Teachers are the true guide, friends and philosophers for the students, she said.

Other highlights of the day were songs and group dance by students and teachers of the school.

 

Library management training begins at Tawang

ITANAGAR, Sept 06: A four days training programme on ‘Library Management’ organized jointly by Department of Public Libraries, Govt of Arunachal Pradesh and Raja Rammohan Roy Library Foundation, Kolkata, Ministry of Culture, Govt of India, began at District Library, Tawang on Friday.  

The programme was inaugurated by Tawang Deputy Commissioner Abhishek Dev in the presence of district officials including HoDs and the Superintendent of Police and professional departmental librarians gathered from across the State.

The DC, in his inaugural address, emphasized on library automation and for over all development of the library. He further advocated to projecting the District Library, Tawang as a Model Library. Other HoDs of Tawang also put forward their valuable suggestions for the development of the Library.

S Mukhuty, Asstt Director, Raja Rammohan Roy Library Foundation, and the administrative officer K Tari on behalf of Director of Public Libraries, J Borang also spoke on the occasion.

Earlier, the function was started with B K Roy, DL&IO, Tawang delivering the welcome address. Dr D K Pandey, Asstt Librarian, Rajiv Gandhi University, Doimukh was the resource person.

 

NFSO a poll gimmick, says BJP

ITANAGAR, Sept 06: The Bharatiya Janata Party (BJP) Arunachal Pradesh unit said that the passing of the National Food Security Ordinances (NFSO) 2013 by the Congress-led UPA II Government at the Centre and subsequent launching of the ordinance in haste by the ruling Congress Govt in Arunachal Pradesh is another historic blunder as it will open up the flood gates of corruption in the State after the infamous multi-crore PDS scam.

Claiming that basic idea of the NFSO is a carbon copy of the public distribution system having provision of AAY and BPL during the NDA regime, the BJP said the ordinance is just a political gimmick to allure the poor citizens of state before the run of Lok Sabha Elections 2014. “The ordinance/Act doesn’t bring any structural change from the existing PDS and the same provision was incorporated during the then BJP Led NDA regime,” the party said.

The BJP further said that the most shocking and irony is that the Congress Government in state failed to follow one of the most cardinal salient features of the NFSO 2013 by not constituting the State Food Security Commission before the launching of an ordinance in the state; who is the quasi-judicial body to advise the State Government on effective implementation of the scheme.

The inconsistent launching of the NFSO in the state will pave the way for enormous anomalies and corrupt practices in the state, the party said.

 

Biasness slur on education department

ITANAGAR, Sept 06: East Kameng Social Welfare and Cultural Organisation (EKSWCO) has alleged that the education department has practiced biasness while posting teachers in various districts in the recent teacher posting order.

Expressing its irk, the EKSWCO reacted sharply to the recent posting of teachers as published in various local media and claimed that the education department failed to comply with the assurance given by Education Minister Bosiram Siram when a delegate of EKSWCO called him on July 27 last.    

The education department has placed 12 teachers including 3 Principals, 3 senior and 6 junior teachers according to the recent posting order. However, the district is down with shortages of 200 plus teachers and on top of that 92 teachers were transferred from the district without any relievers.

Besides demanding adequate posting of teachers at the earliest, the Organisation requested the 4 teachers (2 STs & 2 JTs) from East Kameng who qualified the recent recruitment and posted in other district be revoked and posted to their home district. It further appealed the education department to do away with the practice of releasing teachers from the district within one or two months of their joining the schools.  

 

BJP flays MP trio

ITANAGAR, Sept 06: The Arunachal Pradesh unit of Bharatiya Janata Party (BJP), in a release claimed that while party Lok Sabha MP from Assam Vijoya Chakrobroty was raising the issue of repeated Chinese incursions into Indian territory in the Lok Sabha recently, the three MPs from Arunachal Pradesh remained silent and failed to raise the issue in both houses of the Parliament.

While criticizing the MP trio for remaining silent till yesterday when the integrity of the country was at stake, state BJP Spokesperson Techi Necha in a release said that the MP trio’s letter to the Prime Minister requesting him to take necessary steps to prevent further incursion, which was published in local dailies today, was just an act of face saving. Moreover, they miserably failed to convince the Union Defense Minister to visit the border are to take stock of the ground reality, he added.

 

Fire burn 4 shops at Banderdewa

ITANAGAR, Sept 6: Informing that four shops were burnt down in a devastating fire incident today, Itanagar Municipal Councilor, Ward no. 30, Tai Tasung has appealed for providing compensation to the fire victims.

Also asking for a fire station at Banderdewa, he said that during the fire incident, the fire tender could only reach the spot after the four shops were gutted down.

The police team from Banderdewa PS lead by OC K Dev immediately swung into action and took control of the fire.

Tasung along with his ward members visited the spot.

 

Forum seeks to expedite investigation

ITANAGAR, Sept 06: The All Arunachal Pradesh RTI Activists Youth Forum today sought the district administration of East Kameng to expedite the investigation into the alleged misuse of fund under Border Area Development Programme under Bameng block.

In a letter addressed to the deputy commissioner, the Forum claimed that the fund of proposed suspension bridge under BADP over Lapabung river between Rikung and Tallo village were being misused by then block development officer (BDO). It also claimed that the proposed scheme was shown as completed and already drew the amount, whereas no works was done on the said scheme. It is said that the state vigilance department had already directed for an enquiry on the matter but no investigation and enquiry were taken up so far, Forum claimed.

 

DLMC reviews  project implementation

YUPIA, Sept 06:  The 9th District Level Monitoring Committee meeting was held at DRDA Hall today under chairmanship of Papum Pare Deputy Commissioner Pige Ligu. All the ongoing projects under SPA, RIDF, NEC, NLCPR, ACA, SCA, PM’s package, MPLADS, MsDP and other Centrally Sponsored Schemes implemented in Papum Pare district for the year 2009-10, 2011-12 and 2012-13 were reviewed and discussed.

Underlining the importance of the meeting Deputy Commissioner called upon all implementing agencies to provide timely and up-to-date status report to the district administration on all ongoing projects.

He appealed admininstration officers and HoDs to submit district Infrastructure Gap assessment Report and urged them to prepare themselves well in advance with all the documents pertaining to achievements, problems and grievances of their respective departments.

During the meeting all head of officers from PWD, RWD, Power, WRD, Urban Development and Planning, Department of Sports and Youth affairs, NEEPCO, PD DRDA presented an overview of all achievements and other ongoing projects through power point presentation.

Govt urged to constitute State Food Commission

ITANAGAR, Sept 06: While lauding the state government for launching the UPA Government’s ambitious scheme National Food Security Ordinance-2013 in the state, Arunachal Civil Society (ACS) has urged the Chief Minister and Minister concerned (Food & Civil Supply) to constitute the State Food Commission at the earliest for smooth implementation of the scheme.

ACS said that constitution of State Food Commission is a mandatory part of the NFSO Act– 2013 and without the Commission, implementation of the scheme would go unchecked leaving scope for mismanagement, ACS said.

It is therefore, Chief Minister and Concern Minister(Food & Civil Supply), Arunachal Pradesh is strongly urge to constitute the State Food Commission at the earliest which is mandatory part of the National Food Security Ordinance Act – 2013.

AAPGDLU observes foundation day

ITANAGAR, Sept 06: The All Arunachal Pradesh Govt. Departmental Labours Union (AAPGDLU) observed its foundation day at its office here yesterday.

The day started with flag hoisting by its General Secretary Kage Mara.  Mara in his speech urged the Govt departments’ labourers to work in unison  and perform their duties sincerely and regularly for wellbeing of state as a whole.

 

MSU freshers meet held

ITANAGAR, Sept 06: The Mishmi Students Union (MSU), Itanagar organised its Fresher’s Meet 2013 here on Wednesday at Rajiv Gandhi University (RGU) campus.

Students of Mishmi community pursuing their various post graduate and doctoral degrees attended the meet to welcome the freshers, who joined the university this session.

The meet was attended by Anil Mili, Assistant Director (Physical Education), RGU who encouraged the community students to take up higher studies extolling on the power of education.

He also felicitated Mishmi achievers during the meet.

Akepi Linggi was felicitated for being the first in Mishmi tribe to clear Junior Research Fellow (JRF) examination conducted by UGC. Ms Chibi Mihu was felicitated for securing third position in Hindi in RGU university examination held for undergraduates.

During the meet, the new executive body of MSU were also selected, to be led by Jaisin Tindya as President and Chupa Mega as General Secretary, MSU.

Also speaking on the occasion, MSU convenor, Omila Migi said that though Mishmi tribe is undergoing a transitional phase, it is able to withstand the negative effects of such changes. And this has been possible due to our strong attachments to our cultural roots, he said.

Over Rs 1 crore donated for Uttarakhand victims

ITANAGAR, Sept 06: On the initiative of Chief Minister Nabam Tuki, the State Government employees have contributed their one day’s salary amounting to Rs. 1,000,5531 till date for relief and rehabilitation of victims of Uttarakhand natural calamity.

Earlier, State government also contributed Rs 50 lakh for this purpose.

It may be recalled that Tuki had appealed his legislator colleagues to contribute one month salary for the Uttarakhand relief in the month of June and had also asked the Chief Secretary to request the state government employees to donate voluntarily for the Uttarakhand rehabilitation. What to be called as a massive response, the employees and the elected representatives willingly contributed for the noble cause.

Since the demand draft from various departments are still pouring in, the Chief Minister’s Secretariat is facilitating transfer of the relief amount in phased manner.

 

Panchayat enterprises suit training begins

KHONSA, Sept 06: A  one-week Panchayat Enterprises Suit Training begins yesterday at Khonsa under the aegis PRI, Itanagar in co-ordination with Tirap PR bodies. All the computer operators and other ministerial attached with various Panchayat blocks of Tirap and Longding districts participated in the training.

This is the first of its kind in Arunachal Pradesh. This training will immensely benefit the newly elected Panchayat leaders to get their work done speedily and without many errors as the trainees will have to deal with all the Panchayat related matters.

Earlier, Wangkhu Hakhun, Head assistant DPDO's office on behalf of the DPDO Khonsa highlighted the importance of the week long training and its benefit to all the Computer Operators and ministerial staffs coming from various block of Tirap & Longding districts.

Resource persons from Itanagar Gaurav Jyoti Phukan and Anirvan Das imparted the training efficiently.  They taught the trainees on projector screening where ten different soft-wares could be displayed through internet. All the trainees have expressed happiness over the initiative of the government as such a training was required to acquaint the staff with the new technologies which could help them in doing their work more efficiently. Strategies chalked out for e-waste management in NE

ITANAGAR, Sept 06: State Pollution Control Boards (SPCBs) of six Northeastern states, including Arunachal Pradesh, have expressed grave concern over the status of e-waste management in their states and decided to take initiatives to tackle the problem.

Pollution Control Boards of Assam, Arunachal Pradesh, Manipur, Mizoram, Meghalaya and Nagaland, who came together for the first time in a two days workshop themed ‘e Waste- Creating Changes’ organized by Toxics Link in Guwahati to discuss and chart out a future roadmap for sound management of electronic waste in the region, have recommended for state-wise assessment of e-waste, implementing ‘extended producer responsibility’ and mass awareness. A joint forum was also formed to continue the dialogue among the stakeholders, which will take forward the recommendations.

According to CPCB officials, Toxics Link initiatives have educated the North East Pollution Control Boards about the Indian scenario with respect to the management of e-waste and for immediate action for quantification of e-waste generation in the region.

According to the official of Arunachal Pradesh State Pollution Control Board (SPCB) present in the workshop, the major concern in the North East was mixing of toxic e-waste with municipal solid waste and throwing it to the dumping grounds. In addition, there is no collection and dismantling centre  in the region and open burning e-waste is polluting the environment, the SPC B officials of Arunachal Pradesh said adding that they are planning for disposal of the e-wastes in scientific and safe manner.

The authorities identified lack of mass awareness as one of the key bottlenecks which needs to be addressed immediately. The civil society organizations present in the meeting also spoke about increasing volumes of this waste and the need to integrate the existing informal sector.

The Ministry of Environment and Forest notified the E-waste (Management and Handling) Rules, in 2011, which came into effect from May 1, 2012.

Satish Sinha, Associate Director Toxics Link stated that ‘Even after one year of rules, there has been no change on the ground in the region. Besides domestic generation  huge inflow of imported substandard electronics from countries like Bangladesh, Nepal, Myanmar and China is mauling the region’.

E-waste concerns are crucial not just because of the volumes of obsolete products generated but because of the presence of toxics material like lead, mercury, brominated flame retardants etc. With complete lack of awareness and large usage of electronics, this toxic waste stream has the potential to damage the fragile environment of the region.

Absence of any collection, dismantling and recycling centers has added to the bleak scenario.

Toxics Link is an environment organization working together for environmental justice and freedom from toxics.

 

 

DA calls to defy bandh

ITANAGAR, Sept 06: Taking serious view of the proposed 36-hour Capital Complex bandh by All Nyishi Students Union from 5 am of September 12, the District Administration, Capital Complex has issued orders Under Section 144 Cr. PC directing the bandh callers to abstain from any acts that may affect normal life, safety and security of common citizens and disrupt public peace and tranquility.

Any damage caused to private property would be recovered from the bandh callers, the order said.

 The Police Officials have also been instructed to take all security measures to ensure the safety of life and property of citizens of this district.

The District Administration also sought cooperation from the Arunachal Chamber of Commerce and Industry, all the market welfare committees, petrol depots association, bank establishments within Capital Complex to carry out their routine business as usual. All the public transport associations have also been requested to appeal their members to ply their vehicles as usual to ensure public convenience.

 

 

HC orders formation of committee on airport project site

ITANAGAR, Sept 06: The airport fiasco is nearing for solution as Gauhati High Court in its judgment passed on August 30  last ordered formation of a committee to visit proposed airport sites both at Karsingsa and Hollongi and submit its report within four weeks.

While hearing a PIL (Case no 6/2013, Category: 10194) filed by one Taniang Kipa challenging the proposal to shift the Greenfield airport project from Karsingsa/Banderdewa to Hollongi, the High Court judgment said “We are conscious that selection of site for an Airport has to be based on consideration of security and safety on the one hand and larger interest of the general public on the other hand. The courts do not have expertise to determine such an issue. At the same time, in the name of providing facilities to the public, authorities occupying public offices cannot take decision to advance their individual private interest. The question which arises in the present case is whether it is for the advancement of individual interest of the public functionaries which has resulted in the decision to change the site,  as alleged by the petitioner, or it is for general public interest or safety, technical and operational viability or saving of public money, as claimed by the respondents.”

The Court in its order said the Central Govt may constitute a committee headed by retired Justice A C Upadhyay as chairman to visit both the sites and pursue the records and gives its report at the earliest, as far as possible within four weeks. The case is listed for further hearing on Oct 8.

 

 

MP urges Centre to check criminal activities of Chakmas

ITANAGAR, Sept 06: Lok Sabha MP Takam Sanjoy called on Union Home Secretary Anil Goswami at his North Block Office yesterday and held extensive discussion on the present status of the Chakma-Hajong refugee issue of Arunachal Pradesh.  

The MP, who pioneered the formation of the High Powered Committee of Government of India headed by Shambhu Singh, JS, NE, Ministry of Home Affairs, Govt. of India with members represented from Arunachal Pradesh Govt., All Arunachal Pradesh Students Union (AAPSU) and Chakma organizations, strongly urged the Home Secretary to take serious note of the various crimes committed by Chakmas, including recent gang rape of a local girl at Chowkham in Lohit, kidnappings and involvement in Arms Acts.  

“Such activities of the refugees will not only distance them from indigenous population but also sabotage the ongoing dialogue process initiated by Government of India,” Sanjoy said.

Sanjay informed the Home Secretary that refugees are to behave in a civilised manner and the moment they cross the limit, it would not be at their advantage, he cautioned.  Sanjoy also urged the Home Secretary to have a re-look at the present committee about the status and progress of the dialogue process.

The MP urged Government of India to demarcate the settlement areas of the Chakmas who have illegally occupied huge chunk of reserved forest in Lohit and Changlang districts.  

The refugees should be restricted from further encroachment of the land.  This would be possible if the Government of India intervene and demarcating the land for their temporary stay.  The Arunachalee people may boycott the dialogue process initiated recently if Government of India still becomes a mute spectator to the criminal activities occasionally created by the refugees, Sanjoy added

Sanjoy also urged the Union Home Secretary to provide more central forces to the State Government for providing security to the personnel involved in the management and execution of works related to the Trans-Arunachal Highways and the Hydro Power Developers in the state of Arunachal Pradesh since the present strength of security forces of the State Government is not sufficient enough to contain law and order of the State government.

 

 

Mein inaugurates solar power plant

ITANAGAR, Sept 06: The 100 KW Solar Power Plant constructed by the Arunachal Pradesh Energy Development Agency (APEDA) at 2nd IRBn, Diyun in Changlang district has been inaugurated by Finance,Planning and PWD Minister Chowna Mein today in presence of Parliamentary Secretary CC Singpho, MLA cum APEDA Chairman Kumsi Sidisow, Director, MNRE,NE region(Ghy) Dr.D.R Das, APEDA Director Marki Loya, and Commandant 2nd IRBn, Diyun CK Mein.

Inaugurating the project, Mein emphasized construction of more such projects in Arunachal Pradesh to create more awareness about the renewable energy, its importance and utilities.

Singpho said that the Solar Power Plant is a gift to the IRBn complex which must be well maintained by the police authority. He also urged the APEDA to establish more such projects in Diyun circle in days to come for the larger interest of the people.

Sidisow said that the project at IRBn complex was conceived considering the hardship faced in the IRBn complex due to poor electricity. He assured the gathering to extend all possible help from his side for the people of Diyun.

Marki Loya while extending gratitude to Mein and other dignitaries, emphasised on use of renewable energy which is non polluting and environmental friendly. He said that the due to pollution caused by the burning of fossil fuel like coal, oil etc there is more impact on environment leading to the global warming. He further said that the global warming leads to the melting of ice which raises the see level. He also urged the people to save the energy by conserving it.

Marbom Bam, Deputy Director, APEDA, Tezu Division informed that the 100KW solar power plant at Diyun has been funded by the Ministry of New and Renewable Energy (MNRE), Govt.of India with the central financial assistance of Rs.243 Lakhs and Rs.73 Lakhs as matching fund from the state. The work was started in February 2012 and completed in August, 2013.

 

 

EPS constructs public toilets for pilgrims

ITANAGAR, Sept 06: The Tawang-based Environment Protection Society (EPS) has constructed sanitary toilets at Bagajang Gompa, located at a height of 13800 ft and about 120 km from Tawang town.

The spot is believed to be a very holy pilgrimage spot for the Buddhists. Every year, pilgrims from Bhutan and other places from home state visit the spot.

“Proper sanitary toilets had always been a big problem for the pilgrims and keeping in mind the problem the EPS team reached the spot on August 23, 2013 and started the construction of the sanitary toilets with support from Deputy Commissioner and Chairman DWSC Abhishek Dev and EE (PHED) Radhe Raja (EE PHED),” EPS informed in a release.

EPS also constructed three more toilets with oil tins sponsored by the WWF.

It has also built a dumping zone in the spot and carried out a cleanliness drive on September 4.

 

 

West Siang KVK inspects farmers’ SRI field

ITANAGAR, Sept 06: A team of KVK West Siang, Basar led by A Kiran Kumar Singh, in-charge Programme Coordinator monitored the progress of the system of rice intensification (SRI) -- A Pilot Project under the RKVY in different farmers’ field in and around Basar area yesterday.

Firstly, Singh visited Seni Riba’s field at Kadi Village where the rice variety RCM-11 has been introduced under SRI followed by Tojo Bam’s field at New Bam on the way to KVK Farm, Bam where RCM-11 and CAU-R1 were introduced.

Singh strictly monitored the field in different aspects of crop management and stages. The crops are in post active tillering stage heading shortly for booting stage. The crops were in good growth and development stages and counted the number of tillers per hill in different farmers’ field and found that 30-35 tillers/hill was in average (RCM-11) whereas 6-8 tillers/hill in case of local variety Mipun (Pumso) in Seni Riba’s field whereas in Tojo Bam’s field 15-20 tillers/hill was in average in case of CAU-R1 and 25-30 tillers/hill in case of RCM-11. However, the number of tillers in local variety was found to be 8-9 tillers/hill. The numbers of tillers/hill in case of the introduced varieties and local varieties were not upto the standard which might be due to the nutrient status of the field. Even though, the difference in tillering is distinctly visible in the introduced varieties and local varieties grown respectively in their fields. Singh further observed the infestation of caseworm, leaf folder, stem borer and incidence of blast disease in case of local varieties whereas in case of introduced varieties stem borer infestation was observed for which control measures have been advocated in the field itself to the concerned farmers. The farmers have been suggested for taking up the preventive measures for Gundhi Bug as the crop insect was seen in the field in large numbers.

 

 

Sensitization cum-training prog of PRI members

TAWANG, Sept 06: A two-day sensitization cum training programme of PRI members of Tawang District was held at the Kalawangpo Convention Hall on  September 5 and 6.

Attending the inaugural function, Minister RD, PR and Power Tanga Byaling informed that almost all the programmes under RD are implemented from the grass root level. Hence not only the officials of the RD need training, even the PRI Members require training for successful implementation of the programmes. He requested the PRI Members to come forward for such sensitization/training programmes. He also reported to the gathering that he was very satisfied with the positive attitude of the rural people to attend such training programmes.

“Each individual has to undertake the role of “Captain” at various level in the district for the accomplishment of the programmes. Do not be a statue; rather be a force and work for the development of the common people”, said Byaling, urging the officials and the PRI Members to constantly monitor, supervise and to make sure that the projects are implemented properly.

Calling for better coordination from the PRI Members, Byaling outlined the importance of the PRI Members in the assessment of the selection of projects and also in the successful execution of these projects. He further urged the PRI members to select and take up projects that assist the people in their income generation.  

Minister RWD & Tourism Pema Khandu informed the house that the present govt under the leadership of the CM Nabam Tuki is very concerned about the welfare of the PRI Members and the people at the grass root level. Informing the gathering about the vision of the Father of Nation Mahatma Gandhi and the former PM Rajiv Gandhi to make India a democratic country, he urged the members to come forward and attend the training cum sensitization programmes.

Wishing the congregation of Teachers’ Day, Pema advocated for propagation of education in the district. He also called for preservation and promotion of one’s culture and tradition.

 Parliamentary Secretary Arts & Culture Tsewang Dhondup thanking the department for organizing such trainings, called upon the PRI members come forward and derive maximum benefits from the training cum sensitization programme. The PRI members, then, should pass on the knowledge from such training programmes to their fellowmen by organizing Gram Sabha in their respective areas. He urged the PRI Members to impose penalties/fines on people who propagate any kind of social evil in the areas.

Earlier, Deputy Commissioner Tawang Abhishek Dev  informed that the training cum sensitization programme shall be very valuable and helpful for the newly elected PRI members. The foundations for the implementation of the RD programmes shall be in good health if the PRI Members are aware of their role/responsibilities, said Dev.

Secretary RD/PR B. R Babu said that to be a leader, one has to have knowledge of powers and responsibilities and should also possess a good personality. The PRI Members must strengthen and equip themselves with the help of such training programmes. He dwelt at length on the roles and responsibilities of the PRI members.

Pasighat-Mariyang road remains blocked for 2nd day

PASIGHAT, Sept 06: Communication along Pasighat-Mariyang-Yingkiong highway remained blocked for the second day today due to massive landslide at different points.

The project manager of JKM Infra PVT Ltd, Irfan Sheikh today informed that rainwater has damaged the road at several portions in between Raneghat and Singer and Sijhon Nalla, Gobuk and Ramkey. Further, landslide made the road muddy and slippery creating problem for operation of vehicles.

The project manager said that their men and machines are being engaged round-the-clock to clear the road which is likely to take some days to clear the blockages.

The JKM Infra Pvt Ltd is assigned to construct a stretch of 20 of the highway from Raneghat to Singer (first package) and another 50 km stretch from Sijhon Nalla to Yingkiong (second package). The company executives said that the late monsoon hit hard their road construction works which might delay the work.

On the other hand, road communication along NH-52 between Pasighat and Mebo town remained cut off for the second day today as the breached portion at Siku bridge point yet to be plugged. The highway, which links Mebo-Dhola road is lifeline for greater Mebo Sub-division and parts of Lower Dibang Valley district. Disruption on the road is reportedly creating shortage of essential items in those areas.

 

 

Dhemaji dist. bandh lifted for 2 days

RUKSIN, Sept 06: The ongoing indefinite Dhemaii district bandh in Assam called by various non-Mishing ethnic organizations, which created innumerable problems for the people of Sinag districts of Arunachal, has been temporarily lifted for two days.

Dhemaji district administration sources informed that the ongoing bandh was lifted after the state’s chief minister has reportedly assured to redress the grievances of the protesters.

The bandh was given in protest against ‘forceful’ inclusion of non-Mishing villages in the Mishing Autonomous Council (MAC) area. The bandh was enforced on last Wednesday and lifted this evening.

The bandh caused great problem for the people of Arunachal as the people of Siang districts are dependent on the National Hghway-52 passing through Demaji district of Assam to go to state capital Itanagar and other places of the country.

The bandh turned violent at Dhemaji and Silapathar areas during the past three days as the protesters attacked on several vehicles besides setting fire in a medical ambulance at Dhemaji. The protesters today damaged a private vehicle belonged to an Arunachali at Dhemaji.

Moreover, a pair of APST buses carrying more than 200 aspirants of Arunachal Police Service Examination at Bandardewa was detained at Dhemaji this afternoon. However, they were later allowed to proceed to Banderdewa after lifting the bandh for the next two days.

 

 

Rayang lift Gora Pertin Memorial Football Trophy for third time

ROING, Sept 06: Rayang XI lifted the 4th Gora Pertin Memorial Football Trophy and retains the championship title consecutively for the third time by defeating Jia XI in the final match at Parbuk Lalung Ground yesterday evening. In the interesting final match between Rayang XI and Jia XI, Rayang defeated Jia by 2-1.

Jaya Litin of Jia was declared Best Player of the tournament while Bite Pulu of Jia was declared as the Best Goalkeeper of the tournament. Hunuk Tayeng of Jia XI won the highest scorer award with 14 goals in his name in the tournament. They were awarded cash and trophies. The Sprite Team which secured the third place won the Best Discipline Award.

Mutchu Mithi, Managing Director, M M Hyundai, Itanagar while attending the closing ceremony said that Late Ita Pulu and Late Gora Pertin are two great cultural image of the two communities of the district and the organization of football tournaments in memory of these two great souls is quite commendable. He also said that the people of the district have emotional attachment with football and we need to instill this spirit among the younger generations too.

Napi Modi, Executive Engineer (Electrical) attending the function said that there is no dearth of local talents among the youths in games and sports in our state, only the need of the hour is to give a right platform and fillip to them.

Environmental awareness programme conducted at Sagalee

ITANAGAR, Sept 06: The Sagalee Educated Unemployed Self Help Group (SEUSHG) organized an environmental awareness campaign on the theme ‘Save Environment to Save Future Generation’ at Sagalee auditorium yesterday.

Addressing a mammoth gathering comprising of students, educated youths, GBs and the general public of the area, chief guest EE PWD Itanagar Division, Techi Rotu while recalling his childhood day at Sagalee compared olden days with the present.

During our days at Sagalee, plants and animals were in abundance. But today, natural resources have been destroyed due to lack of environment knowledge and population explosion by the local people which have led to the extraction of virgin forest.

He further appealed everyone to save the flora and fauna for future generation.

DFO Sagalee while highlighting about the present status of the forest area in the state appealed everyone to comply with the government policy on forest and environment.

Landslide disrupts road link to Upper Siang, West Siang

YINGKIONG, Sept 06: Upper Siang district is totally cut-off from the rest of the state following heavy and incessant rainfall since September 2.

The surface communication of Upper Siang district is heavily disrupted as the only three roads viz. Yingkiong- Pasighat via Mariyang double lane highway road, Tuting-Yingkiong-Dite-Dime BRTF road and Yingkiong-Pasighat via Geku road which are life-lines for the district are blocked at several points by heavy landslide, soil erosion and flood water. Breaches of roads at several stretches, washing away of bridges, culverts, and other properties, extensive damages caused to paddy field, irrigation channel etc due to landslide, soil erosion and flood water have been reported.

The victims are also demanding relief. Supply of essential commodities has also been affected due to road blockage. Restoration works of surface communication will take at least one week time if the climate remains the same.

Reports of damages to private/public properties are still pouring in from several quarters.

The District Disaster Management Plan has been activated and locally available resources are pressed into service to cope up with the crisis. Report also received that a massive landslide which is occurring in Gosang village under Jengging Circle has threatened the existence of some houses and as a result, district administration has advised the members of families to shift to the safer place.

Liyon Borang, DC, Upper Siang is in constant touch with the officers of BRO and others HoDs of the district and directed them to restore the surface communication/assess the damaged properties as soon as rains subsides. A control room has also  been set up in DC’s office for emergency calls and a camp at Siang river site to monitor the flow of Siang river round the clock.   

AALO: Due to incessant rain since last three days, the Yomgo River and its tributaries are flowing above the danger level. At Puak Gumin,  big protection walls erected all along the vulnerable areas have been either been washed  way or eroded. Surface communication from Aalo to Likabali has been disrupted at many places. The water logging at Aalo Bazar has gone to such an extent that rain water  inundated may business establishments. People are facing acute shortage  of drinking water. A type -II quarter of education department has also fallen down due to land erosion.

In an emergency meeting held under the Chairmanship of Deputy Commissioner, M K Sahoo with BRTF, HoDs, Market Committees, elaborate arrangements have been worked out to tackle the present situation. The DDMO, Dorjee Nima has been asked by the Deputy Commissioner to tie up with all the departments, military and paramilitary to tackle the situation. The SDOT Aalo has also been asked by the DC to improve the telecommunication link as such information is vital in such situation. He also insisted on linking Monigong Circle and Satellite Link at Sago village. DIPROs

 

 

DDSE submits report on Green Valley Residential School, Likabali

AALO, Sept 06: A four-member Committee appointed by DC Aalo consisting of  Tomi Doke, DDSE Aalo, Jumkar Karbi CO Likabali, Tado Mara, Principal Govt. H.S. School, Likabali and Tamar Nyicyor BEO Likabali had a spot verification of Green Valley Residential English School Likabali on September 2 and found that the entire academic building structure MIBT (Bamboo wall, CGI Roofing, thinly cements flooring) have been damaged by angry mob led by Women Welfare Society Likabali and many luggage, furniture, vehicle have been destroyed on 28th August 2013. Now the condition of that school is not feasible and suitable for running the school.

Moreover, the parents are seeking for readmission of their children to other schools and demanding refund of school fees paid for whole academic year.

However, on September 3, the DDSE inspected all the five private schools and four Govt. schools of Likabali Township and interacted with school authority, identified the possibility of seat adjustment/accommodation of students from Green Valley English School, Likabali. Thereafter, a meeting was held with all senior leaders, PRI members, local committee and women representatives at local ZPM’s residence, Mito Taipodia for immediate solution for rehabilitation of children. It was followed by special review meeting with SP on special duty Tumme Amo by Committee and  in-charge SDO Jumken Karbi. The final report relating to all issues will be submitted by local committee constituted under the initiatives of local administration.

The decision taken under the initiative of four members committee after long interaction with private/Govt. schools, PRI members, special investigation team decided that five private schools in Likabali will accommodate the children from Green Valley Residential English School on the basis of their seat capacity, Holy Kids Public School  has accepted to admit 57 Children in their school, Hostellers 07 and Day scholar 50, New Life Mission School  registered in the year 2005 has agreed to accept the admission up to 200 children in addition to their existing enrolment of 103 both hostellers and day scholars as desire by parents, Karni Abo Tani Vidya Niketan registered in 2001 with existing strength of 90  had agreed to admit more than 50 students as desired by parents, Poi Vidya Niketan Secondary School will consider  admission of 106 students from class KG to class VII and Oxford Book School  has agreed to consider the admission of 50 students.  Committee has instructed the Headmaster In Charges, teacher In Charges of Govt. Upper Primary and Primary School, Liru, Lipu, Maalini etc to accept the admission of 50 each in various classes as per their seat availability. As such, total 352 students who were studying in Green Valley Residential English school Likabali have been distributed and adjusted in all 5 private school as per will and wishes of parents and in 4 Govt. schools of Likabali township. Two teachers from Arunachal

receive national award

NEW DELHI, Sept 06: Girin Tamuli, junior teacher (selection grade) of Government Daying Ering Memorial Middle School, Pasighat and Binu Sinha, senior teacher of Ramakrishna Sarada Mission (RKSM) Girls School, Khonsa have received National Award for Teacher 2013 from President Pranab Mukherjee at a function at Vigyan Bhawan, New Delhi on the occasion of Teachers’ Day yesterday.

Altogether, 356 teachers from across the country were presented national awards by the President on the occasion.

Binu Sinha joined the RKSM School in 1983 and is still serving there with utmost sincerity. The RKSM School family and the people of Tirap district have lauded her achievement and an award was presented to her on the occasion 67th Independence Day at Khonsa by local MLA Kamthok Lowang.

They bagged the national award this year for contribution to the field of education in the state and received certificate of honour, medal and cash award of Rs 25000 each.

The Government of India felicitates a number of teachers on September 5 every year to mark Teachers' Day. The scheme instituted in 1958 includes teachers from schools affiliated to the Central Board of Secondary Education (CBSE), Council for Indian School Certificate Examination (CISCE), Sainik Schools, Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Samiti (NVS), Central Tibetan School Administration (CTSA) and schools run by the Atomic Energy Education Society.

Also present on the occasion were MM Pallam Raju, Union Minister of Human Resource Development, Jitin Prasada, Minister of State for Human Resource Development, Dr Shashi Tharoor, Minister of State for Human Resource Development and R Bhattacharya, secretary Department of School Education and Literacy, Government of India.

 

 

Teachers’ Day celebrated with unique tradition in Miao Sub-Division

ITANAGAR, Sept 06: As usual the Teachers’ Day was celebrated in a unique way at Miao town. Teachers from all government and private schools under Miao Sub-Division were invited to participate. This time a total of  532 teachers participated. The practice of celebrating Teachers’ Day centrally at Mao had been initiated by local MLA Kamlung Mosang since last 9 years.

Mosang said “a teacher‘s job is the most noble profession as they shape the destiny of students on whose shoulders lies the future of our country. Students are leaders of tomorrow and are the torch bearers of our society. Our future will be safe and secure only if the students are well-educated and well-equipped to face the harsh realities of this world”.

On the occasion teachers were felicitated in order to recognise their contribution to the society and a common platform was given to all the teachers to share their intellectual views. The Day is marked by sharing of views, delivering of speeches and presenting a gift-hamper to all the teachers followed by a community feast.

Every year the teacher’s day is celebrated with a central theme to make the  day more meaningful. This year emphasis was on the menace of absenteeism of teachers, especially the tribal teachers.

“Miao Sub-Division is the only place in our state where we bestow honour to our teachers on Teachers Day every year, but some teachers don’t bother to reciprocate the love and respect of the people which is very unfortunate. What I meant to say is that absenteeism of teachers is a matter of great concern in our schools. I fervently appeal to teachers to be punctual, regular and dedicated,” Mosang exhorted.

Earlier, Rev. P. K George, Bishop of Miao also spoke on the occasion and said  that the fittest tribute that we can pay to Dr. Radhakrishnan is by eradicating illiteracy from our country once and for all. “On this auspicious occasion let us take a solemn pledge to make our state and our country strong and vibrant by spreading the light of education in the nook and corner of our great nation.”

Teachers day was also celebrated by the students and teachers of Govt. Secondary School, Pachin yesterday where school children presented different types of gifts to their teachers as token of love and affections.

Earlier while addressing the gathering, School Headmaster Tadar Kame talked about the importance of the day.

Let us not make this as ‘rejected candidates versus accepted candidates' fight

Dear Editor,

At the very outset, in response to the letter ‘enough of enough’ by M T Aku, Tsering Jambey and Rachb Takum, I would prefer to suggest the trio to invest their valuable time in preparation of the exam instead of wasting it in trying to cause hurdle to the rejected candidates in their path to seek justice, because in ‘competition’ (as mentioned in their letter) one should excel others by doing better than them, not by pulling them down. The attitude, as was conspicuous in their letter, of pulling others down would be detrimental to the ideology of fair or candid competition which definitely will leave a negative impression for state in days to come.

As readily agreed by the trio, errors are very likely to be made unless there is provision of filling up the forms online. So its fault of the APPSC that it could not arrange the online provision. So how are the candidates liable to bear the consequences of other’s fault? The trio also talked about the punishment. So, punishment must fit the crime. This is a simple equation that everyone must understand. But in this case, the magnitude of punishment is much higher than the magnitude of error made by candidates. And a rational mind should not find it difficult to admit. The candidates would not mind to pay penalty of lesser amount as the candidates have definitely made some mistakes but of negligible amount.

General public should know that APPSC has always been allowing the aspirants candidates to rectify their errors and subsequently allow them to sit in exam. But this year, the commission suddenly decided to stop this trend. There is nothing wrong, in breaking this trend. But the matter is that APPSC did not warn the candidates beforehand. It should have clearly warned the candidates that this year onward commission will not allow rectification of errors unlike previous years. The commission’s lackadaisical attitude at beginning and adamancy to budge now, have resulted in disqualification of more than 3000 candidates which is indeed a huge and formidable number. The hard work, money and sentiment of these candidates are being disrespected now. In India, every year hundreds of students commit suicide when CBSE result is out just because that their one year has been lost. Believe me; here the magnitude of loss is much more. God forbids, but if someone chooses to take such extreme step because of the present clouds of despair, I guess the commission is not in a position to claim responsibility.

Lastly, I would like to appeal all the candidates of APPSCCE 2013 that lets not make this issue as ‘rejected candidates versus accepted candidates’. Please understand and respect the grievances and sentiment of the rejected candidates. The rejected candidates are made redundant even before they could avail the opportunity to fail. As such, frustration is inevitable.

To err is human

Dear Editor,

The logic is such knowledge that it justifies everything and everyone thinks that he is right in his own perspective. The recent spate of writings in Readers’ Forum appears to have opened a debate on rejection of candidature by the Arunachal Pradesh Public Service Commission. I do not want to enter the debate to justify or blame the APPSC but I would like to state that to err is human and no living person can claim that he or she has never committed a mistake. A mistake is a mistake and unless law defines it as a crime. A crime is punishable but a mistake, unless being a material mistake, is always amenable to correction or exemption.

Even the Hon’ble Supreme Court of India in its judgment dated 30th November 2011 in Union Public Ser.Commn. vs Gyan Prakash Srivastava (CIVIL APPEAL NO. 10178 OF 2011) admitted that certain mistake of candidate in filling job application cannot be the ground for rejection of application. In the instant case, applicant failed to enclose his LLB certificate in support of his Law degree but enclosed experience certificate as member of Bar Council and job experience as Law Officer as required in the advertisement. His candidature was rejected by the UPSC due to absence of LLB certificate. The Hon’ble Supreme Court declared that the membership of the Bar Council of India and job experience as Law Officer is sufficient to prove that the applicant is a law graduate and as such the rejection of candidature is illegal. The candidature of aggrieved person was allowed and he secured 1st rank in the merit list and got the job. Now how can one say that the candidate was not serious in applying for the job!

The rejection List published by the APPSC reveal that candidature of several candidates are rejected due to absence of  NAME, GENDER etc. which cannot be a material ground of rejection since the format made for OMR is only to capture data through scanning and that is in order to facilitate early disposal of application processing work at the APPSC. The processing of application if cannot be done through scanning it can easily be done manually as the requisite information are also made available at other part of the application such as address for communication, photograph etc. Gender of an applicant is quite obvious from his/her photograph and an address for communication cannot be in other person’s name.

Our government is a people’s friendly Government. It has been striving hard not only to bring in infrastructural development in areas like road communication, information technology but also has been taking up initiative and actions to create job opportunities. It is really difficult to grasp a fact that the APPSC which an instrument of the people’s friendly government of Arunachal Pradesh has been functioning mechanically without taking into consideration the consequences the one is destined due to rejection of his/her candidature.

The APPSC has gone high tech by introducing OMR forms and applying modern information technology in processing of application but the reasons for not adoption of ONLINE APPLICATION FILING, a method to eradicate non filing of incomplete application, is not understood.

There should not be a mistake and everyone by nature is cautious not to commit a mistake. But if a mistake is committed, it only human to let the person rectify it. If the mistake is allowed to be rectified, no mountain will move, no earth will quake, no river will inundate but the earth will be more beautiful.

What happened to 90 advertised post under SSA?

Dear Editor,

Through your esteemed daily, we would like to bring to public attention that the department of SARVA SHIKSHA ABHIYAN (SSA) had advertised 90 post of part- time teacher under SSA that includes music teacher, arts teacher, games and sports teacher and so on, on November 2011. Many candidates had filled the application form and they have been waiting for the conduct of this exam since from the time of advertisement. The exam was supposed to conduct within six month from the advertisement date. But, it has been three years since from advertisement and there is no any sign of conducting the exam. We doubt that the application form that we had filled must have been torn by now. The candidates who have been waiting for this job have lost their age as well as time for the same.  So we want the concern Department to explain us the valid reason in delaying of the conduct of said exam and urge them to conduct the exam as soon as possible.

Baseless statement

Dear Editor,

Through the column of your esteemed daily I would like to react to the news item published on 5th September wherein some political party claim that no one was given job in the recently organized job mela at I.G Park, Itanagar. The statement is really baseless and recklessly commented. Providing vocational courses to unemployed youths within and outside state at the expense of state govt. is a great gift from our government. Through these courses many unemployed youths will be able to join the mainstream life which is very much needed for the youth of our state at this point of time.

Lastly I would like to request all political parties to encourage and support the state govt. for taking step for the welfare of youths. I again thank the state govt. under whose initiatives Army recruitment was conducted at Aalo where more than thousands participated and many selected to serve the nation at the front.

Reconstruction alone would not bring lasting peace

Although the fighting is over, the suffering is not, the United Nations human rights chief said wrapping up a week-long visit to Sri Lanka where she warned that the country is sowing the seeds of future discord by limiting personal freedoms and human rights.

"I am deeply concerned that Sri Lanka, despite the opportunity provided by the end of the war to construct a new vibrant, all-embracing state, is showing signs of heading in an increasingly authoritarian direction," said Navi Pillay, the UN High Commissioner for Human Rights.

"It is important everyone realizes that, although the fighting is over, the suffering is not," she noted, adding that while the Government has made importance reconstruction achievements - with the help of donor countries, UN agencies and non-governmental organizations - reconstruction alone would not bring reconciliation, dignity, or lasting peace.

The High Commissioner noted that checks and balances on the Government have been weakened with recent legislation allowing the president the appoint members of commissioners, and the independence of the judiciary questioned.
