Teachers day celebrated in style
ITANAGAR, Sept 06: Teacher’s Day was celebrated in a befitting manner by the students and the teachers of ‘D’Sector Govt. Middle School in at school premises here yesterday.
The celebration was started with the staff and students paying floral tribute to the portrait of Dr. Sarvapally Radhakrishnan.
In his speech, Headmaster of the school TawTebin described the teachers as skeleton of the society and advised the students to utilise their golden period of life in study.
Earlier, Deepali Kakoti, a veteran teacher explained the significance of the day. Teachers are the true guide, friends and philosophers for the students, she said.
Other highlights of the day were songs and group dance by students and teachers of the school.
Library management training begins at Tawang
ITANAGAR, Sept 06: A four days training programme on ‘Library Management’ organized jointly by Department of Public Libraries, Govt of Arunachal Pradesh and Raja Rammohan Roy Library Foundation, Kolkata, Ministry of Culture, Govt of India, began at District Library, Tawang on Friday.
The programme was inaugurated by Tawang Deputy Commissioner Abhishek Dev in the presence of district officials including HoDs and the Superintendent of Police and professional departmental librarians gathered from across the State.
The DC, in his inaugural address, emphasized on library automation and for over all development of the library. He further advocated to projecting the District Library, Tawang as a Model Library. Other HoDs of Tawang also put forward their valuable suggestions for the development of the Library.

Biasness slur on education department
ITANAGAR, Sept 06: East Kameng Social Welfare and Cultural Organisation (EKSWCO) has alleged that the education department has practiced biasness while posting teachers in various districts in the recent teacher posting order.
Expressing its irk, the EKSWCO reacted sharply to the recent posting of teachers as published in various local media and claimed that the education department failed to comply with the assurance given by Education Minister Bosiram Siram when a delegate of EKSWCO called him on July 27 last.
The education department has placed 12 teachers including 3 Principals, 3 senior and 6 junior teachers according to the recent posting order. However, the district is down with shortages of 200 plus teachers and on top of that 92 teachers were transferred from the district without any relievers.
Besides demanding adequate posting of teachers at the earliest, the Organisation requested the 4 teachers (2 STs & 2 JTs) from East Kameng who qualified the recent recruitment and posted in other district be revoked and posted to their home district. It further appealed the education department to do away with the practice of releasing teachers from the district within one or two months of their joining the schools.
BJP flays MP trio

Fire burn 4 shops at Banderdewa
ITANAGAR, Sept 6: Informing that four shops were burnt down in a devastating fire incident today, Itanagar Municipal Councilor, Ward no. 30, Tai Tasung has appealed for providing compensation to the fire victims.

Forum seeks to expedite investigation
ITANAGAR, Sept 06: The All Arunachal Pradesh RTI Activists Youth Forum today sought the district administration of East Kameng to expedite the investigation into the alleged misuse of fund under Border Area Development Programme under Bameng block.
In a letter addressed to the deputy commissioner, the Forum claimed that the fund of proposed suspension bridge under BADP over Lapabung river between Rikung and Tallo village were being misused by then block development officer (BDO). It also claimed that the proposed scheme was shown as completed and already drew the amount, whereas no works was done on the said scheme. It is said that the state vigilance department had already directed for an enquiry on the matter but no investigation and enquiry were taken up so far, Forum claimed.

Govt urged to constitute State Food Commission

ambitious scheme National Food Security Ordinance-
ACS said that constitution of State Food Commission is a mandatory part of the NFSO Act– 2013 and without the Commission, implementation of the scheme would go unchecked leaving scope for mismanagement, ACS said.

Over Rs 1 crore donated for Uttarakhand victims
ITANAGAR, Sept 06: On the initiative of Chief Minister Nabam Tuki, the State Government employees have contributed their one day’s salary amounting to Rs. 1,000,5531 till date for relief and rehabilitation of victims of Uttarakhand natural calamity.
Earlier, State government also contributed Rs 50 lakh for this purpose.
It may be recalled that Tuki had appealed his legislator colleagues to contribute one month salary for the Uttarakhand relief in the month of June and had also asked the Chief Secretary to request the state government employees to donate voluntarily for the Uttarakhand rehabilitation. What to be called as a massive response, the employees and the elected representatives willingly contributed for the noble cause.
Since the demand draft from various departments are still pouring in, the Chief Minister’s Secretariat is facilitating transfer of the relief amount in phased manner.

HC orders formation of committee on airport project site
ITANAGAR, Sept 06: The airport fiasco is nearing for solution as Gauhati High Court in its judgment passed on August 30 last ordered formation of a committee to visit proposed airport sites both at Karsingsa and Hollongi and submit its report within four weeks.
While hearing a PIL (Case no 6/2013, Category: 10194) filed by one Taniang Kipa challenging the proposal to shift the Greenfield airport project from Karsingsa/Banderdewa to Hollongi, the High Court judgment said “We are conscious that selection of site for an Airport has to be based on consideration of security and safety on the one hand and larger interest of the general public on the other hand. The courts do not have expertise to determine such an issue. At the same time, in the name of providing facilities to the public, authorities occupying public offices cannot take decision to advance their individual private interest. The question which arises in the present case is whether it is for the advancement of individual interest of the public functionaries which has resulted in the decision to change the site, as alleged by the petitioner, or it is for general public interest or safety, technical and operational viability or saving of public money, as claimed by the respondents.”
The Court in its order said the Central Govt may constitute a committee headed by retired Justice A C Upadhyay as chairman to visit both the sites and pursue the records and gives its report at the earliest, as far as possible within four weeks. The case is listed for further hearing on Oct 8.

ITANAGAR, Sept 06: The 100 KW Solar Power Plant constructed by the Arunachal Pradesh Energy Development Agency (APEDA) at 2nd IRBn, Diyun in Changlang district has been inaugurated by Finance,Planning and PWD Minister Chowna Mein today in presence of Parliamentary Secretary CC Singpho, MLA cum APEDA Chairman Kumsi Sidisow, Director, MNRE,NE region(Ghy) Dr.D.R Das, APEDA Director Marki Loya, and Commandant 2nd IRBn, Diyun CK Mein.
Inaugurating the project, Mein emphasized construction of more such projects in Arunachal Pradesh to create more awareness about the renewable energy, its importance and utilities.
Singpho said that the Solar Power Plant is a gift to the IRBn complex which must be well maintained by the police authority. He also urged the APEDA to establish more such projects in Diyun circle in days to come for the larger interest of the people.
Sidisow said that the project at IRBn complex was conceived considering the hardship faced in the IRBn complex due to poor electricity. He assured the gathering to extend all possible help from his side for the people of Diyun.

Marbom Bam, Deputy Director, APEDA, Tezu Division informed that the 100KW solar power plant at Diyun has been funded by the Ministry of New and Renewable Energy (MNRE), Govt.of India with the central financial assistance of Rs.243 Lakhs and Rs.73 Lakhs as matching fund from the state. The work was started in February 2012 and completed in August, 2013.
EPS constructs public toilets for pilgrims
ITANAGAR, Sept 06: The Tawang-

“Proper sanitary toilets had always been a big problem for the pilgrims and keeping in mind the problem the EPS team reached the spot on August 23, 2013 and started the construction of the sanitary toilets with support from Deputy Commissioner and Chairman DWSC Abhishek Dev and EE (PHED) Radhe Raja (EE PHED),” EPS informed in a release.
EPS also constructed three more toilets with oil tins sponsored by the WWF.

NEW DELHI, Sept 06: Girin Tamuli, junior teacher (selection grade) of Government Daying Ering Memorial Middle School, Pasighat and Binu Sinha, senior teacher of Ramakrishna Sarada Mission (RKSM) Girls School, Khonsa have received National Award for Teacher 2013 from President Pranab Mukherjee at a function at Vigyan Bhawan, New Delhi on the occasion of Teachers’ Day yesterday.
Altogether, 356 teachers from across the country were presented national awards by the President on the occasion.
Binu Sinha joined the RKSM School in 1983 and is still serving there with utmost sincerity. The RKSM School family and the people of Tirap district have lauded her achievement and an award was presented to her on the occasion 67th Independence Day at Khonsa by local MLA Kamthok Lowang.
They bagged the national award this year for contribution to the field of education in the state and received certificate of honour, medal and cash award of Rs 25000 each.
The Government of India felicitates a number of teachers on September 5 every year to mark Teachers' Day. The scheme instituted in 1958 includes teachers from schools affiliated to the Central Board of Secondary Education (CBSE), Council for Indian School Certificate Examination (CISCE), Sainik Schools, Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Samiti (NVS), Central Tibetan School Administration (CTSA) and schools run by the Atomic Energy Education Society.

Let us not make this as ‘rejected candidates versus accepted candidates' fight
Dear Editor,
At the very outset, in response to the letter ‘enough of enough’ by M T Aku, Tsering Jambey and Rachb Takum, I would prefer to suggest the trio to invest their valuable time in preparation of the exam instead of wasting it in trying to cause hurdle to the rejected candidates in their path to seek justice, because in ‘competition’ (as mentioned in their letter) one should excel others by doing better than them, not by pulling them down. The attitude, as was conspicuous in their letter, of pulling others down would be detrimental to the ideology of fair or candid competition which definitely will leave a negative impression for state in days to come.
As readily agreed by the trio, errors are very likely to be made unless there is provision of filling up the forms online. So its fault of the APPSC that it could not arrange the online provision. So how are the candidates liable to bear the consequences of other’s fault? The trio also talked about the punishment. So, punishment must fit the crime. This is a simple equation that everyone must understand. But in this case, the magnitude of punishment is much higher than the magnitude of error made by candidates. And a rational mind should not find it difficult to admit. The candidates would not mind to pay penalty of lesser amount as the candidates have definitely made some mistakes but of negligible amount.
General public should know that APPSC has always been allowing the aspirants candidates to rectify their errors and subsequently allow them to sit in exam. But this year, the commission suddenly decided to stop this trend. There is nothing wrong, in breaking this trend. But the matter is that APPSC did not warn the candidates beforehand. It should have clearly warned the candidates that this year onward commission will not allow rectification of errors unlike previous years. The commission’s lackadaisical attitude at beginning and adamancy to budge now, have resulted in disqualification of more than 3000 candidates which is indeed a huge and formidable number. The hard work, money and sentiment of these candidates are being disrespected now. In India, every year hundreds of students commit suicide when CBSE result is out just because that their one year has been lost. Believe me; here the magnitude of loss is much more. God forbids, but if someone chooses to take such extreme step because of the present clouds of despair, I guess the commission is not in a position to claim responsibility.
Lastly, I would like to appeal all the candidates of APPSCCE 2013 that lets not make this issue as ‘rejected candidates versus accepted candidates’. Please understand and respect the grievances and sentiment of the rejected candidates. The rejected candidates are made redundant even before they could avail the opportunity to fail. As such, frustration is inevitable.

To err is human
Dear Editor,
The logic is such knowledge that it justifies everything and everyone thinks that he is right in his own perspective. The recent spate of writings in Readers’ Forum appears to have opened a debate on rejection of candidature by the Arunachal Pradesh Public Service Commission. I do not want to enter the debate to justify or blame the APPSC but I would like to state that to err is human and no living person can claim that he or she has never committed a mistake. A mistake is a mistake and unless law defines it as a crime. A crime is punishable but a mistake, unless being a material mistake, is always amenable to correction or exemption.
Even the Hon’ble Supreme Court of India in its judgment dated 30th November 2011 in Union Public Ser.Commn. vs Gyan Prakash Srivastava (CIVIL APPEAL NO. 10178 OF 2011) admitted that certain mistake of candidate in filling job application cannot be the ground for rejection of application. In the instant case, applicant failed to enclose his LLB certificate in support of his Law degree but enclosed experience certificate as member of Bar Council and job experience as Law Officer as required in the advertisement. His candidature was rejected by the UPSC due to absence of LLB certificate. The Hon’ble Supreme Court declared that the membership of the Bar Council of India and job experience as Law Officer is sufficient to prove that the applicant is a law graduate and as such the rejection of candidature is illegal. The candidature of aggrieved person was allowed and he secured 1st rank in the merit list and got the job. Now how can one say that the candidate was not serious in applying for the job!
The rejection List published by the APPSC reveal that candidature of several candidates are rejected due to absence of NAME, GENDER etc. which cannot be a material ground of rejection since the format made for OMR is only to capture data through scanning and that is in order to facilitate early disposal of application processing work at the APPSC. The processing of application if cannot be done through scanning it can easily be done manually as the requisite information are also made available at other part of the application such as address for communication, photograph etc. Gender of an applicant is quite obvious from his/her photograph and an address for communication cannot be in other person’s name.
Our government is a people’s friendly Government. It has been striving hard not only to bring in infrastructural development in areas like road communication, information technology but also has been taking up initiative and actions to create job opportunities. It is really difficult to grasp a fact that the APPSC which an instrument of the people’s friendly government of Arunachal Pradesh has been functioning mechanically without taking into consideration the consequences the one is destined due to rejection of his/her candidature.
The APPSC has gone high tech by introducing OMR forms and applying modern information technology in processing of application but the reasons for not adoption of ONLINE APPLICATION FILING, a method to eradicate non filing of incomplete application, is not understood.
There should not be a mistake and everyone by nature is cautious not to commit a mistake. But if a mistake is committed, it only human to let the person rectify it. If the mistake is allowed to be rectified, no mountain will move, no earth will quake, no river will inundate but the earth will be more beautiful.

Dear Editor,
Through the column of your esteemed daily I would like to react to the news item published on 5th September wherein some political party claim that no one was given job in the recently organized job mela at I.G Park, Itanagar. The statement is really baseless and recklessly commented. Providing vocational courses to unemployed youths within and outside state at the expense of state govt. is a great gift from our government. Through these courses many unemployed youths will be able to join the mainstream life which is very much needed for the youth of our state at this point of time.
Lastly I would like to request all political parties to encourage and support the state govt. for taking step for the welfare of youths. I again thank the state govt. under whose initiatives Army recruitment was conducted at Aalo where more than thousands participated and many selected to serve the nation at the front.
